I think that Papsukkal and Iliabrat are the twins in SIPA.ZI.AN.NA - for which we need to check the GSL and other lists of Geminis, also need to check in Inanna's Descent and Descent of Ishtar, and in Uranology book.
Provisional Introduction:
Iliabrat together with Papsukkal ((hyperlink)) can be identified as 'The Twins' asterism in mulSipa.zi.an.na, 'The True Shepherd of Anu' (Orion), This is one of the 7 Gemini-asterisms reccognized by the Great Star List and parallels.

= mul / dIlabrāt; a deity apparently of Asia Minor origin and associated with the constellation of the True Shepherd of Anu [AHw, 7a; G. 195; HBA, 109-110; Tallqvist 1938, 323; von Soden 1957, 314]. For this Iliabrat with Papsukkal in the context of Orion in astro-mythological contexts see Horowitz 2014: 67-68.

From the Kassite period dIlabrāt was identified with Papsukal [von Soden 1957, 314; Nougayrol 1947, 30, note 2; Weidner 1924-25, 13, Kol. II 12], and as a star was apparently identical with mulSipa.zi.an.na.

С касситского периода dIlabrāt отождествлялся с Папсукалем [von Soden 1957, 314; Nougayrol 1947, 30, note 2; Weidner 1924–25, 13, Kol.
